Executive Summary

Cornwall Aviation (1979) Ltd.’s (the Company) Accessibility Policy was reviewed to improve support and services for staff and customers.

Areas to be improved have been identified, including alternate written communications and improved workstation lighting. Should a staff member or customer have a disability requiring accommodation, the Company would appreciate the opportunity to discuss possible solutions.

Cornwall Aviation (1979) Ltd. will strive to foster an atmosphere of inclusivity for staff and customers to respect the dignity of persons with disabilities.

Due to the nature of the company’s Flight Training operation, and constraints posed by the Canadian Aviation Regulations and Transport Canada (ie: Medical requirements for licences and ratings), and the nature of the building and environment, not all persons with disabilities can be accommodated within the barriers posed.

The long-term goals of the Company include the consideration of accessibility when considering major building renovations and annually revisiting policies to improve inclusion and accommodation within the staff.

Employment

Cornwall Aviation (1979) Ltd. is committed to cultivating an environment for staff members that is inclusive.
During consultations with persons with restrictions, concepts were brought forth such as large print and improved lighting to conduct their work tasks efficiently.

Action – Staff are encouraged to bring forth recommendations to the Company should they need assistance to complete their tasks. The Company will endeavor to work with staff members who require accommodation to assist them in the successful completion of their work.

Built Environment

When making future major modifications to the building, the Company will strive to improve accessibility.

Information and Communication
 

Customers entering the reception area may request assistance from the reception staff and may also call ahead at (613) 931-3311 during normal business hours to discuss specific requirements.

Procurement

Procurement and purchasing of items shall be considered for barriers to accessibility where appropriate.

Action – When applicable, the Company will consider accessibility and potential barriers when researching goods and services for purchase.

Design and Delivery of Programs and Services

When appropriate, the Company may provide customer training file summaries and program information in formats such as large print.

The Company will strive through reasonable effort to provide access and services if practical. However, as previously noted, some accommodation may not be possible.

Action – Large print with increased font size for program information and training summaries provided in 10 business days. Office staff to be trained to produce the documents.

Transportation

Not Applicable – we do not provide transportation to or from our location.

Consultations

In person consultation with persons with multiple disabilities (mobility, hearing, and visual) and staff members requiring accommodation within our aviation environment, have provided real-time information regarding potential areas for improvement within the Company.  Additional online studies were conducted through the Accessible Campus website.
 
It was determined that:
• Mobility access to be improved including highlighting steps with paint (2024)
• Improved workstation lighting to be offered where required (2024)
• Further staff training to recognize and assist with mobility difficulties when requested (2024)
• The current Temporary Disability Program the Company has in place is well received and successful to meet the needs of staff experiencing temporary disabilities.
 
This plan shall be reviewed annually for successes, shortfalls, and areas for improvements.
 

SEXUAL VIOLENCE POLICY

Cornwall Aviation (1979) Ltd. is committed to a safe environment for its students and staff, free from sexual violence and harassment. Cornwall Aviation values respect and dignity for all, and this document outlines our commitment and procedures to be followed regarding this Policy.

APPLICATION

This Policy applies to all Cornwall Aviation (1979) Ltd. students, staff, and contractors.
Attempting, threatening, or committing any non-consensual sexual acts towards a person, in a physical, verbal, harassing, or psychological manner including stalking, indecent exposure, exploitation, and voyeurism which aims at someone’s gender identity, expression or sexuality is in contravention of this Policy.

PROCEDURES

Role and Responsibilities

All reasonable steps are to be taken by students, staff, owners and directors of Cornwall Aviation against sexual violence to protect students and if they witness or have reason to believe it did or will occur, they will report the matter to Dave Small, Operations Manager (613) 662-3392 (Manager) or the Chief Flight Instructor or Delegate (613) 931-3311.

Process to Make A Report or Complaint

A person affected by sexual violence and who wishes to file a complaint or ask for assistance should speak to Dave Small, Operations Manager (613) 662-3392. Alternatively, they may speak to the Chief Flight Instructor or Delegate (613) 931-3311.

Measures to Protect Persons Who Make a Report or Complaint

Cornwall Aviation will work to accommodate the needs of a student affected and students are not required to report an incident or make a complaint about sexual violence to obtain support and services. Should they wish to contact the police, they may ask for assistance in doing so. No fees will be charged to the student for this assistance.

Cornwall Aviation will make known support and available resources to the complainant and to the person against whom allegations have been made. See end of document for contacts.

Process to Begin an Investigation – Determination to Proceed

Reported incidents investigated by the college will include meetings with the parties involved and there will be at least two Company officials (Team), involved in the process to determine next steps. All relevant information will be gathered by the Team including interviews with both parties and any witnesses and a determination will be made on how to proceed.

INVESTIGATION AND DECISION-MAKING PROCESS

Personal Information and Confidentiality

All relevant information will be gathered by the Team and a determination will be made on how to proceed. Documented notes and conclusions will be kept in a confidential file and all parties will be instructed to protect and keep confidential any details and personal information of the parties involved.

Right Not to Request Investigation or Participate

The student may choose not to request an investigation by the college and has the right not to participate in any investigation that may occur. However, if it is determined by Cornwall Aviation manager or Team that student safety is, or may be compromised, the matter will be referred to the Police by Cornwall Aviation.

Procedural Fairness and Right for Accompaniment

All persons who are subjects of the investigation shall be given the right to explain their position in a fair manner and have the right to have a person present with him or her at every stage of this process.

Interim Measures

Pending the conclusion of the investigation, the Team shall determine what interim measures and accommodations may be undertaken for both parties, up to and including having the party under investigation suspended from campus.

Examples of Decisions and Measures Post Investigation

Behaviour found to be inappropriate at the conclusion of the investigation will result in disciplinary actions up to and including: a student who has been found to do so may be expelled and a staff member may be terminated from employment.

Appeal Process

At the conclusion of the investigation, the people involved may request an appeal by submitting the request in writing within ten days to the Manager.

Policy Violations

Anyone knowingly making a false complaint or bearing false witness of sexual violence is in violation of this Policy. It is a violation of this Policy to threaten or undertake reprisals against anyone who files a complaint. Such violations will result in disciplinary actions up to and including: a student who has been found to do so may be expelled and a staff member may be terminated from employment.

If students, in good faith, report an incident of, or make a complaint about sexual violence, they will not be subject to discipline or sanctions for violations of the Private Career College’s policies relating to drug or alcohol use at the time of the alleged sexual violence.

Students who disclose their experience of sexual violence through report of an incident, or making a complaint about, or accessing supports and services for sexual violence will not be asked irrelevant questions during the investigation process by the Private Career College’s staff or investigators, including irrelevant questions relating to the student’s sexual expression or past sexual history.

Cornwall Aviation shall collect and if requested by the Superintendent of Private Career Colleges, shall provide such data and information as required according to Subsections 32.3 (8), (9) and (10) of Schedule 5 of the Ontario Career Colleges Act, 2005 as amended.
